LudmilaAhh! How did you find Ludmila? And what is it that you would like to know?... History? History, you say. Well, Ludmila knows history. And Ludmila has swept the halls of the Gagarin Building for more years than she has teeth, fingers, and toes put together. Come here, darling, as I sweep this hallway and I shall tell you.

 

Colonel Alexi Sergeivich Ivanov marched down the hallway his boot heels clicking as he moved. Under one arm he carried a packet of documents with the words "Eyes Only" stamped in red on the cover. Eventually he came to the door leading to the offices of the Director of the Russian FSB, and opened it. In the workplace outside the Director's office he stopped to have a few words with the general's aide. The Colonel only had to wait for a moment before a light lit up on the aide’s desk.

"Colonel," said the aide, "the Director will see you now."

Opening the inner office doors, Colonel Ivanov entered. Sitting behind the desk was the Director of the Russian FSB, Colonel General Anatoly Nikolaeivich Pytorov. The Colonel General sat behind his massive desk sipping tea.

"Ah . . . Colonel Ivanov, how well of you to bring those files for me. Tea?"

While Alexi drank his tea, the director reviewed the secret documents. Occasionally the director would hold one up to the light for a better look. After he was finished, the Director returned the documents to the folder.

"So," said the director, "I've reviewed all the material in the files, and I am in total agreement with the findings. Over the past several years the Russian Federation has suffered greatly both internally, and from outside forces.

"Take for example the fiasco when Russian Spetznatz gassed that opera house, and the results were many deaths. Or the recent attack by Oktober on the school in Beslan. Or the sinking of the submarine Kursk, at the hands of 07-737. And don't get me started about all this trouble in with the Chechens. All of this has been a black eye on the face of the security forces of Mother Russia.

"This embarrassment, in the words of the President, must not continue. Therefore, he has issued to me a directive to organize a team of meta-humans to deal with these problems. I am placing you in charge of this division, which is to be known as Russian Dawn. Russian Dawn is to be a symbol of the Federation to show the people and the world the greatness of the Federation.

"As such, Alexi, you are to be promoted to full general, and you will assume the position of Deputy Director of Division: Russian Dawn. Congratulations General Alexi Sergeivich Ivanov."

Both men stood and shook hands. Then the Director pushed a button on his desk and his aide quickly came into the office bearing a tray with a bottle of vodka, and two glasses.

"A toast, Alexi," said the Director, "to the success of Russian Dawn."

The two men threw down their drinks and returned the glasses to the Directors aide, who quickly exited the room.

"So," said the Director of the Russian FSB, "tell me, Deputy Director, who do you have in mind for inclusion in Russian Dawn."

 

Now, go! Poidyosh! I need to do some vacuuming now. More, you say? Well go to the lobby and look at the murals, then.

Areas of Operation: Primarily Russia, although they may venture into the former Soviet Republics and even beyond in the name of the Russian government.

Goals: Russian Dawn is a state-sanctioned team and has been set up by the FSB to provide security to Russia, particularly in relation to uberhuman threats.

Reputation: The military is at odds with Russian Dawn, mainly because they feel that the group should be under the military instead of intelligence branch. Local law enforcement, and the common people look up to Russian Dawn as the shining new example of how Russian can be.
