Background
Roughly 70% of the Earth's surface is covered by oceans, the vast majority unpopulated by man. What better place then for a group of villains to hide and base their operations.

After numerous individual setbacks due to the intervention of superheroes, Tresore Lalonde, a.k.a. Treasure, contacted another wealth-seeking villain who went by the name of Davey Jones. The plan that Treasure put forth was that the two of them both desired to enrich themselves but had run afoul of superhero teams. Slick was also recruited after Treasure saw a news item on his recent defeat by another superhero team.

All of these villains saw the logic in forming a team, but each for their own reason. Even more than wealth, Treasure desired to expand her purloined collection of art and artifacts. Davey Jones just wanted money, money, and even more money. Armada and Behemoth enjoy doing damage to the surface world. Slick just wanted to destroy the happiness of wealthy societies. Each of their goals would be furthered if they could band together and find projects of mutual interest.

The villainous team was not complete, though. Having been defeated by a mentalist before, the Atlanteans insisted that they find a mentalist. And Davey Jones wanted to look to see if there was any others, the more the merrier. Finally, a psychotic mentalist was freed from the Metahuman Psychiatric Facility in Napa, California by the group, taking the name Dropoff.

Area of Operations
Deep6 roams the oceans in Davey Jones's Locker. They tend to strike primarily coastal areas - all the better to escape to their submarine base. Various locales of Atlantis and Lemuria have also been preyed upon by these pirates as well.
Goals
In general, Deep6 is primarily out for pillage and plunder. Treasure seeks loot in the form of ancient artifacts, and Davey Jones is just looking out for anything that can bring him money. The rest of the lot are primarily destructive. Much of Treasure's and Davey Jones's efforts are spent trying hard to keep the destruction focused.
Reputation
Deep6 as a team has little reputation. Those that know of them think of them as superhuman pirates. While coastal cities as well as Atlantis and Lemuria consider themselves potential targets for Deep6, because their attacks are rare, most law enforcement agencies try not to worry about Deep6 too much.

The composition of Deep6 varies from time to time primarily because of its loose knit organization. There are two reasons for their operating together: the commonality of their aquatic capabilities, and the potential for superheroic intervention. Furthermore, there is some degree of tension in the leadership. From the start, Treasure has assumed the role of team leader. While the discrepancy in individual goals of the Deep6 membership creates a potential problem, in general, the schemes that they hatch benefit each member in some way. Thus, their schemes tend to be slow to hatch and grand in scale. Deep6 has been known to operate allied to other water-transiting groups or individuals.

Deep6 prefers to use the cloak of the dark ocean depths to hide their operations. Thus, they may seem to strike suddenly at their coastal or undersea targets. In general, Deep6 will try to match their team members with their opponents and use Treasure's Hunters to create imbalances. So, Dropoff will take on mentallists, Slick will harass any speedsters. Treasure tends to avoid combat, leaving her Hunters to fulfill her share of fighting. If things are not going well for the team as a whole, they will attempt to sink back into their huge dark hiding space.
