Hisaya always knew that he would have uberpowers.

His grandfather, Suzuki Hisao, did. He was a hero of the Empire, the valiant Kamikaze - only one of two superhumans that the Empire had during the War. He became vital to the defense of the Greater East Asia Co-Prosperity Sphere once the Americans entered the war. But, after the war, he was forgotten for the most part. Most of the Japanese and gaijin after the War regarded Kamikaze as a villain who fought for an oppressive military autocracy. A handful regarded him as a hero.

To make matters worse, Suzuki Hisashi, son of Hisao and father of Hisaya, denounced Kamikaze when he donned the mask himself as the superhero, Karai. Karai did much to help Japanese people, but he did just as much to help foreigners and went on missions around the globe. The world believed him a hero, but the growing neoconservative movement deigned him a turncoat when he sacrificed his life to stop an attack on the American base at Yokohama, the first attack carried out by the New Empire.

And so, like his father, like his grandfather, Suzuki Hisaya would gain powers to control the wind. And when Kikuta Makoto visited him one day, he realized that he could be a REAL hero of Japan by joining the New Empire.

Hisaya longs for the heydays of Japanese superheroes - the Golden Age when Japanese superheroes helped the Imperial military to win or inflict severe casualties on their enemies in defense. He disdains the modern breed of 'so-called heroes' who spend as much or more time helping foreigners degrade Japanese culture. And, whenever he does something for the Japanese people he seeks the spotlight.

"The chaotic wind must be gathered and its energy focused."

Ooarashi's primary attack and defense is his mastery of the typhoon. He possesses the power to summon typhoons, terrible wind and rainstorms afflicting entire cities. His mastery of the wind and rain allows him to fly and to deflect attacks--even to redirect them against his attacker or others. Ooarashi can also direct powerful blasts of wind and rain to batter his enemies, to fling them about, or even to lift them bodily into the air and dash them against the earth or some other solid object. He can direct the wind against his opponents from any location, catching them offguard as well.

Hiroshi is a well-muscled, athletic Japanese man of average appearance. His costume consists of a dark gray bodystocking--the better to blend into the stormclouds that herald his coming--and a mask that completely covers his face.
